I hear a whirring sound for about 30 seconds after I energy down the Toyota Prius. Everyone understands what that is? Is it a dilemma?

the fan cooling the turbo or the fan nonetheless operating to cool the enginge just before it stops, depends if you have a turbo or not.
BUT IT IS THE RADIATOR FAN

I feel it’s the electric motors that take slightly more time to power down, shouldn’t be a issue.
It is most likely the radiator fan, after you have stopped the engine coolant temperature could still be high enough to keep the fan running
